Rwanda and Zimbabwe Reaffirm commitment to Stronger Bilateral ties

Kigali, 4–6 August 2025 – Rwanda hosted the 3rd Session of the Joint Permanent Commission on Cooperation (JPCC) with the Republic of Zimbabwe, convened to assess ongoing collaborations, review progress in priority areas, and identify new avenues for deepening bilateral ties.

On Wednesday, 6 August, at the Kigali Convention Centre, Minister Olivier J.P. Nduhungirehe and Prof. Dr. Amon Murwira, Minister of Foreign Affairs and International Trade of Zimbabwe, co-chaired the Ministerial Session of the JPCC.

In their opening remarks, the two ministers highlighted the role of cooperation in advancing common sustainable development goals and aspirations for the continent.

“As we meet today, we are reminded of the broader vision that underpins our cooperation, a vision of a safe, integrated, and prosperous Africa,” said Minister Nduhungirehe.

Minister Murwira commended the strength of bilateral relations between the two countries, stating:

“We characterize the bilateral ties between Zimbabwe and Rwanda as strong and excellent; and this will continue to grow from strength to strength over the years – These ties have been fed and cemented by frequent high-level interactions between Zimbabwe and Rwanda, which demonstrate strong affinities between us. “ 

The session concluded with the signing of five Memoranda of Understanding (MoUs) in the following sectors: Health; Police Cooperation; Energy (renewal); Youth Affairs; and Customs Information Exchange.

These MoUs reflect both countries’ commitment to implementing tangible, mutually beneficial cooperation.

“Our focus must remain on implementation. Let us translate today’s decisions into concrete outcomes. This includes following up mechanisms, facilitating knowledge exchange and remaining flexible in overcoming logistical or administrative challenges,” Minister Nduhungirehe emphasized.

The 3rd JPCC marks another milestone in the strengthening of Rwanda-Zimbabwe relations, following high-level reciprocal visits, the signing of multiple Memoranda of Understanding, and enhanced collaboration in capacity building and skills development. It builds on momentum from the 2nd Session held in Zimbabwe in May 2023. 

The JPCC is convened biennially. Zimbabwe will host the 4th session in 2027
