The Minister

Hon. Olivier J.P. Nduhungirehe

Minister of Foreign Affairs and International Cooperation of the Republic of Rwanda

Prior to his appointment on June 12, 2024, Minister Nduhungirehe served as Ambassador of Rwanda to the Netherlands from 2020 to 2024, Minister of State in the Ministry of Foreign Affairs and International Cooperation, in charge of the East African Community from 2017 to 2020, and Ambassador of Rwanda to Belgium from 2015 to 2017.

From August 2010 to May 2015, Amb. Nduhungirehe was the First Counsellor, then Minister Counsellor and Deputy Permanent Representative to the UN in charge of the UN Security Council, in New York (2010-2015).  He previously held the position of First Counsellor at the Embassy of Rwanda in Ethiopia from 2007 to 2010. 

Amb. Nduhungirehe holds a Master’s degree in Tax Management from the Solvay Business School of the Université Libre de Bruxelles (ULB, Belgium) and a Bachelor’s degree of Law from the Université Catholique de Louvain (UCL, Belgium). He fluently speaks Kinyarwanda, French and English.

Dr. Usta Kaitesi

Minister of State for Foreign Affairs

Hon. Dr. Usta Kaitesi currently serves as Minister of State for Foreign Affairs. Prior to her appointment as Minister of State, she served as a Senator in the Parliament of Rwanda. She was the Chairperson of the Senate Committee on Political Affairs and Governance.

She previously served as the Chief Executive Officer of the Rwanda Governance Board and as a Commissioner at the Rwanda Law Reform Commission. She has held leadership and academic roles at the University of Rwanda, including as Principal of the College of Arts and Social Sciences.

She has published on international criminal justice, human rights, and gender issues, including the book “Genocidal Gender and Sexual Violence: The Legacy of the ICTR, Rwanda’s Ordinary Courts, and Gacaca Courts."

Amb. Fidelis Mironko

Permanent Secretary

Prior to his appointment on November 28, 2025, Fidelis Mironko served as Ambassador of Rwanda to Türkiye from 2020 to 2023.

From 2015 to 2020, Amb. Fidelis Mironko was the First Counsellor, Rwanda High Commission, in London.  He previously held the position of Second Counsellor at the Embassy of Rwanda in the United States from 2010 to 2015. 

Amb. Fidelis holds a Master’s degree in Political Science from Western Illinois University (IL, USA) and a Bachelor’s degree in International Relations from St. Cloud State University (MN, USA)
