Rwanda and Congo Brazzaville sign MoU to enable social security transfers


Kigali, 27 December 2016 - The Governments of Rwanda and Congo Brazzaville last week signed a Memorandum of Understanding that would enable the transfer, from one country to the other, of social security benefits related to pensions and occupational hazards for one country’s citizens having worked in the other.

The MoU will enable employees who served and those who will serve in one or the other country to have access on their pension and occupational hazards benefits throughout the Social Security Institution of their country of origin. Pensioners will benefit from their pension in accordance with respective laws governing pension in their respective countries.

Minister of Finance and Economic Planning Claver Gatete said, “This agreement will make it easy for pensioners who worked in either country to claim the benefits. We look forward to extending our relationship in several areas and not just pension”.


The Minister of Labour and Social Security of Congo Brazzaville Hon. Emile Ouosso said, “This is a sign of good relationship we have with Rwanda. We encourage anyone who worked or works in our country to claim his or her pension benefits.”


During the same event, the Director Generals of the two countries’ respective social security institutions, that is, Rwanda Social security Board (RSSB) and Caisse Nationale de Sécurité Sociale (CNSS) of Congo also signed Administrative Arrangement to implement the Social Security MoU signed the Minsters.

Currently Rwanda Social Security Board manages five schemes namely: Pensions, Occupational Hazards, Medical Insurance, Community-Based Health Insurance (CBHI) and Maternity Leave Benefits.
